    Abstract: As technology advanced, mechanical replacement of manpower, work efficiency, but also leisure and more compressed, diseases of civilization are constantly derived, World Health Organization (WTO) pointed out that about two million people worldwide each year due to the long sedentary movement, resulting in bodily functions degradation, leading to chronic diseases and even death. Therefore, at pp Sports for six-year plan, "Sports Population Doubling Plan" aims to short-range community campaigns, to develop a regular and long-term exercise behavior. In view of this, the Taipei City Government for the existing regional planning the construction of twelve administrative center of the National Movement, hoping to enhance the movement of population, but the government manpower shortage, increasingly complex transactions, past active involvement by the government, the burden of responsibility to the idea of all times has been non- the trend, but could not cope with increased workload of the sports center operations management, the Government will refer to Europe to reinvent government, to promote "civil commissioned for government business", the purpose of the introduction of the executive authorities to fully private resources, drawing on professional manpower and material resources to expansion of public services, improve service quality, while reducing the cost of government implementation of business, then outsourcing management of national sports center, but the movement is a result of population increase, the city sports center carrying capacity is saturated, the user is consistent with the intent to build sports center By expert advice and customer questionnaires to AHP, the establishment of municipal government performance assessment framework for outsourcing.
