Abstract: AbstractIn 1990s, the TSC (Taiwan Sugar Corporation) turns toward diversification of operations. But because of the changes of international sugar market including the external objective pressure on the environment and the rise of leisure agriculture, the subjective conditions of the rise and prevalence of Culture and Tourism, the TSC starts a step on to the field of cultural of tourism. The developing of the TSC Sugar Transport Train is already undergoing around ten years. From the places of Wu-Shu-Lin, Sin-Ying, Suan-Tou, Ci-Hu, Ciau-Tou, the TSC Sugar Transport Train begins to operate and service one after the other. Although it was concerned by all parties at their early stage of the operation, but some are struggling to manage it after the bloom is over. So how the similar businesses such as rural industries and cultural tourism can be developed continuously is the key study of this research. This study focuses on two cases located in Tainan City, one is Wu-Shu-Lin and another one is Sin-Ying Sugar Transport Train, and conducts comparative research to quality by thorough interview and narrative analysis. This study finds that both in the operations all encounter similar difficulties, which are lack of manpower, financial embarrassment, restricted environment and facilities, lack of professional route design, and division of markets. Yet, there are also individual development opportunities; and especially for the difficulties, although there are different ways of adaption, the effect is still limited. As a result, this study carries out four sustainable elements which can be the reference for the operation of rural industries and cultural of Sugar Transport Train later, there are the “Essence of Rurality”, the “Demands of Localized Culture”, the “Route of Diversity”, and the “Integration of Urgency”.
