This study focuses on discussing feasibility of human resource sending dispatching teachers to private high schools and vocational high schools. Due to the future impact of low birth rate, the number of students in private high schools and vocational high schools has declined year by year. Solutions must be found before facing closedown or merger. Before making questionnaire, based on literature review and topic of study, interviews with supervisors of education administration, principles and directors of academic affairs of private high schools and senior vocational schools and the chiefs of the human resource. After getting reliability and validity from the questionnaire, The surveys with full-time instructors, part-time instructors and roam teachers in 250 private high schools and vocational high schools by Stratified Random Sampling were made. And analyze the results and statistics by using ?2?ANOVA?t-test for 563 useable questionnaires. The system of dispatching teachers will bring huge impact to the regular mode of hiring full-time teacher. When it comes to the relationship between the practical aspect and improving aspect, directors of education organization and academic directors of private schools can get reference from our research which supply the estimation of feasibility of practicing the system of dispatching teachers in future.
