This study is a qualitative research, adopts grounded theory. To use deep interviews that to investigate the personnel's opinion about evaluation for primary & high school principal's performance. The detection: "Principal" was unable to resist evaluation, "City principal association" does evaluative personnel was questioned, The personnel's opinion have some diversity, Principal's responsibility has not a common view. The study conclusion: a) The majority person agree to evaluate principal's performance. b) About evaluative personnel, Scholar or expert is most suitable, City principal association has some disputes, Student does not suit. c) To define evaluative the quantity area and the content. d) To use multiple evaluative way simultaneously. e) To evaluate principal's performance has some question and the puzzle, but has some benefits and the merit too. f) The personnel's opinion have some diversity.
